Arboriculture: Creates Florida Arborist Licensing Law; establishes licensure procedures & requirements to practice arboriculture & provide arboriculture services; provides exceptions; provides for issuance of license; provides grounds for denial of license or refusal to renew license; provides for license suspension or revocation; provides for license renewal; provides for reactivation of license under certain conditions; provides for issuance of duplicate license under certain circumstances; requires roster of licensed arborists; provides powers & duties of DOACS; provides rulemaking authority; establishes maximum annual fee for licensure; provides for deposit & use of fee proceeds; revises definition to make tropical foliage exempt from regulation under provisions relating to dealers in agricultural products; provides appropriation.
