General Bill
Criminal Justice:
Requires state agencies & regulatory boards to prepare reports identifying & evaluating restrictions on licensing & employment; prohibits state agencies from denying application for license, permit, certificate, or employment based on person's lack of civil rights; provides exception; clarifies when person may legally deny existence of expunged or sealed criminal history record; authorizes disclosure of contents of expunged record upon receipt of written, notarized request from record subject; requires clerks of court to post information relating to procedures to seal or expunge criminal history records on clerk's website; authorizes court to seal criminal history record of person who had prior criminal history record sealed or expunged; requires OPPAGA to study & report on use of criminal history records in licensing & employment.
