Affordable Housing/Persons With Special Needs [EPSC]: Provides additional policy guidelines under the state housing strategy for the development of programs for housing production or rehabilitation. Requires certain rates of interest to be made available to sponsors of housing projects for persons with special needs. Includes persons with special needs as a tenant group for specified purposes of the State Apartment Incentive Loan Program, etc.
