Construction Contracting: Revises disclosure statement that local permitting agency must provide to property owners who apply for building permits & claim certain exemptions from provisions regulating construction contracting; requires owner claiming exemption to read & sign disclosure statement; provides that individual or business organization may not be considered unlicensed for failure to have required local jurisdiction license & provides for retroactive application.
