Requires DJJ to establish Juvenile Justice Policy Research Institute; provides public defenders at all stages of delinquency proceedings; provides Medicaid eligibility for certain juveniles; requires FDLE to notify certain agencies of expunged records; revises provisions related to sealing & expungement of certain records; requires funding of certain substance abuse programs; requires risk assessment instrument to allow additional points for child charged with felony who has prior residential commitment; provides for commitment of pregnant juveniles & mothers in certain programs; requires transition teams for youth exiting commitment; requires DJJ to place certain girls under female probation officers; requires that certain programs offer vocational training; requires DJJ to tie job training to targeted occupations; requires DJJ to conduct demonstration projects that emphasize benefits of outcome-based contracting with certain performance standard requirements; authorizes use of interim & long-term outcome performance measures; requires projects to be completed by specified date; authorizes DJJ to hire employees who were formerly in system & exited successfully & authorizes certain conditional hires; provides for FEFP cost factor for juvenile justice education programs; provides for review of detention risk assessment instrument; provides for Disproportionate Minority Contact Task Force & pilot projects; requires DJJ to identify new service areas; provides for restoration of competency task force; requires task force to study role delineation & make recommendations; provides for research on return on investment & cost savings of crime reduction through prevention & intervention programming.
