Onsite Sewage Treatment and Disposal Systems: Revises provisions for administrative actions by DOH for violations relating to environmental health; increases specified administrative fine amounts; authorizes department to issue specified citations; requires specified funds to be deposited into the County Health Department Trust Fund; provides for use & distribution of such funds; provides for enforcement of noncompliance measures by department; directs the department to implement periodic inspection & pump-out program for onsite sewage treatment & disposal systems; requires department to administer specified grant program; establishes filing fees for specified inspection reports; revises specified registration fees; provides for distribution & use of fees; establishes septic tank contractor advisory panel.
