General Bill
Coral Reef Protection:
Creates "Florida Coral Reef Protection Act"; requires responsible parties to notify DEP when vessel impacts coral reef; provides requirements for removal of vessels; authorizes DEP to recover specified damages from responsible party, to use specified methodology in calculating damages, to assess civil penalties, & to enter into delegation agreements with other state agencies or coastal counties; deletes provisions authorizing DEP to develop schedule for assessment of civil penalties for damage to coral reefs; revises authorization requirements for certain expenditure of moneys in Ecosystem Management & Restoration Trust Fund; authorizes DEP to enter into settlement agreements requiring responsible parties to pay third party to fund restoration, mitigation, & specified law enforcement activities related to coral reefs.
