Protecting Urban and Residential Environments and Water: Revises requirements for automatic landscape irrigation systems; requires licensed contractors who perform work on automatic landscape irrigation systems to inspect such systems for compliance with specified requirements & ensure compliance before completing other work; requires DEP to create model ordinance & local governments to adopt such ordinance; exempts counties having more stringent requirements from adopting model ordinance; provides penalty requirements for such ordinance; provides for disposition of funds raised through penalties imposed; provides applicability for certain locally licensed contractors; creates "Protection of Urban and Residential Environments and Water Act"; encourages local governments to adopt & enforce Model Ordinance for Florida-Friendly Fertilizer Use on Urban Landscapes or equivalent requirement as mechanism for protecting local surface water & ground water quality; requires DEP & IFAS/UF to provide, review, & approve urban landscape best management practices training & testing materials; requires DACS to offer limited certification category for urban landscape commercial fertilizer application; provides certain application, renewal, & late fees; requires specified certification for fertilizer applicators; provides penalties for specified violations relating to fertilizer application.
