General Bill by Economic Development & Community Affairs Policy Council and Governmental Affairs Policy Committee and Schenck
Professional Sports Franchises: Deletes provisions for certification & funding of facilities for spring training franchises; authorizes certain units of local government to apply for certification to receive state funding for facility for spring training franchise; provides eligibility requirements; provides criteria to competitively evaluate applications for certification; requires certified applicant to use funds awarded for specified public purposes & place unexpended funds in trust fund; authorizes certified applicant to request suspension of distribution of funds for specified period; requires expenditure of funds by certain certified applicants & completion of certain spring training facility projects within specified period; requires certified applicants to submit annual reports to OTTED; requires OTTED to decertify applicants under certain circumstances; provides for delay in decertification proceedings for local governments certified before specified date; provides for review of OTTED's notice of intent to decertify applicant; requires applicant to repay unencumbered state funds & interest after decertification; authorizes Auditor General to conduct audits to verify whether certain funds for professional sports franchises & baseball spring training facilities are used as required by law; requires Auditor General to notify DOR if funds are not used as required by law; requires OTTED to develop strategic plan relating to baseball spring training activities; provides that OTTED may authorize direct-support organization to assist in retention of professional sports franchises.
