Replaces requirement that DOACS use all revenues from certain administrative fines to support research or education in pest control with authorization to use such available revenues for those purposes; establishes supplemental biennial registration fees for certain brands of pesticide; requires DOACS to adopt rules publishing list of active ingredients contained in pesticides for which supplemental fee is required; provides for retroactive assessment of supplemental fees; provides for use of revenues collected from fees; requires permit for use of weighing or measuring device for commercial purposes; requires annual renewal of permits; requires late fees under certain circumstances; exempts certain devices from permitting requirements; requires permit fees; specifies maximum fees; provides for deposit, appropriation, & use of funds; authorizes DOACS to suspend or revoke permits under certain circumstances; prohibits DOACS from testing noncommercial device unless permit is issued for device; prohibits unpermitted use of commercial weighing & measuring devices; revises fees for registration of specialty fertilizers & seed dealers; limits use of part of gross receipts from certain state forests for schools & other purposes to counties that are fiscally constrained.
