Redefines term "nonspectators" to include minor on whose behalf natural guardian has signed motorsport liability release; provides that motorsport liability release signed by natural guardian on behalf of minor participating in sanctioned motorsports event is valid to same extent as for other nonspectators; limits validity of waiver or release signed by natural guardian on behalf of minor participating in activity at closed-course motorsport facility other than sanctioned motorsports event; authorizes natural guardians to waive, in advance, claims for injuries & property damage arising from risks inherent in commercial activity; defines term "inherent risk"; provides statement that must be included in waiver; creates rebuttable presumption that waiver is valid & that injury arose from inherent risk; provides requirements & standard of evidence for overcoming presumption; authorizes natural guardians to waive, in advance, any claim against noncommercial provider to extent allowed by common law.
