General Bill
Procurement of Contractual Services by a State Agency:
Provides definitions & intent with respect to certain requirements relating to provision of outsourced human services related to mental health, substance abuse, child welfare, or juvenile justice; requires acceptance by state agencies of national accreditation of providers of such human services in lieu of, & as substitute for, specified agency licensing, administrative, & program requirements; requires that each state agency federally designated as controlling state authority with respect to provision of specific human services function as lead agency for designated service population; provides requirements of lead agencies; provides requirements with respect to contracts for such services; requires state agencies to provide analysis that identifies specified costs to human services providers; requires fiscal impact statement; requires state agencies to accept mandated reports & invoices electronically & establish procedure that allows for posting of all core documents in secure electronic storage; provides for agency access to such storage for monitoring core documents; requires Social Services Estimating Conference to convene annually for purpose of developing information related to mental health, substance abuse, child welfare, & juvenile justice services needs.
