Requires certain reports to be submitted in automated format; deletes provisions relating to automatic deletion of mental health record under specified conditions from FDLE database for purposes of sale & delivery of firearms & substitutes procedure for judicial relief from firearm disabilities & removal of records; revises provisions relating to Criminal Justice Information Program; authorizes requesting retention of certain fingerprints by FDLE; provides for rulemaking requiring keeping agencies informed of certain changes of fingerprinted persons; requires Criminal Justice Standards & Training Commission to adopt rules relating to maintenance of officers who engage in high-risk areas & demonstration of firearms proficiency by all law enforcement officers; revises exemptions from completing commission-approved basic recruit training program; revises qualifications for certified law enforcement officers separated from employment for more than certain period of time; deletes requirement that correctional probation officers pass specified basic skills examination & assessment instrument before entrance into basic recruit training program; deletes state funding eligibility for locally funded crime laboratory.
