Prevention of Tobacco Use: Defines term "best practices" for purposes of comprehensive, statewide tobacco education & use prevention program; revises program components & requirements; revises membership of Tobacco Education & Use Prevention Advisory Council; provides applicability of public meetings & state ethics requirements to council meetings; revises council duties & responsibilities; provides for direction by DOH; provides for department, rather than State Surgeon General to award certain contracts & grants for program; provides for peer review panel; exempts grant award process from requirements relating to procurement of personal property & services & to protests over contract solicitations or awards; permits department to advance funds for program startup & contracted services under certain conditions.
