Small Businesses: Authorizes small businesses to submit bids, proposals, & replies for portions of bundled contracts; authorizes agencies to award separate contracts for portions of bundled contracts; authorizes agencies to award contracts to small businesses that submit bids that exceed lowest responsive bid; requires agencies to give preference to bids, proposals, & replies submitted by small businesses; requires agencies to award specified percentage of contracts to small businesses; directs agencies to avoid contract bundling; requires agencies to conduct market research & include written summaries & analyses of such research in solicitations for bundled contracts; requires contract vendors to use small businesses in state as subcontractors or subvendors; requires timely payment of subcontractors; requires Florida Small Business Advocate to submit annual report on small business participation in contracting; prohibits agencies from requiring certain bonds or other sureties for certain contracts; deletes provisions authorizing agencies to use alternative definition of "small business" for estimating impact of proposed rules on small businesses.
