State and Federal Relations: Revises legislative intent regarding Office of State-Federal Relations; provides for CFO, Governor's Office of Federal Revenue Maximization, & LCIR to have direct access to staff of Office of State-Federal Relations; requires Office of State-Federal Relations to cooperate with CFO, Governor's Office of Federal Revenue Maximization, Legislature, & LCIR; requires Office of State-Federal Relations to submit annual report to Governor & Legislature; creates Office of Federal Revenue Maximization within Governor's Office of Policy & Budget; requires that office respond to federal grant opportunities & coordinate use of federal funds in state; revises duties of executive branch offices & procedures for state agencies with respect to requests for & receipt of federal funds; requires that Office of Federal Revenue Maximization prepare annual report on its activities during preceding calendar year; eliminates certain duties of DEP with respect to its review of applications for federal grants & operation of Florida State Clearinghouse.
