General Bill
Operation of the Florida Lottery:
Revises provisions to conform to possible operation of lottery by manager under management agreement; provides that specified provisions apply whether or not management agreement is entered into; provides for management agreements; limits duration; provides limits on games offered; provides for payments; provides for minimum amount to be retained annually by state after payment of prizes & expenses; provides for collection of funds in excess of specified baseline growth percentage; requires periodic investigations; provides for request for qualifications process; provides for public records status of specified materials; provides for negotiations; provides selection procedures; provides for designation of manager by Governor; provides for status of debt offering by manager; provides for time period for challenges to designation; provides department powers; provides that provisions concerning minority participation also apply if management agreement enter into.
Effective Date:
This act shall take effect January 1, 2011.
