Revises provisions relating to employment policy of state; revises rulemaking authority of DMS; revises & provides provisions relating to state agencies, ad hoc advisory committees, State Personnel System, state employees, telecommuting, collective bargaining, Select Exempt Service positions, civil service positions, Senior Management Services positions, other-personal-service employment, etc.; provides directives to Division of Statutory Revision; provides penalties; repeals provisions relating to employees of historical commissions, administrative leave for athletic competitions, termination or transfer of certain employees, technical personnel assistance to political subdivisions, family support personnel policies, personnel rules, records, & reports, classification & compensation program for employment positions, shared employment, parental or family medical leave, senior management services & selected exempt service data collections, classification plan & pay bands for selected exempt positions, & certain personnel actions for selected exempt service employees.
