Trust Funds/Clearing Funds Trust Fund/DOS: Creates Clearing Funds Trust Fund within DOS; provides for sources of funds & purposes; provides for future review & termination or re-creation of trust fund; clarifies provisions requiring that election assessments be transferred to Elections Commission Trust Fund within DLA; requires that filing fees for certain offices be transferred to DLA rather than DOR for deposit into Elections Commission Trust Fund; deletes obsolete reference to Division of Elections with respect to use of funds in Elections Commission Trust Fund; requires that certain funds paid to DOS by cable or video providers be deposited into Clearing Funds Trust Fund rather than Operating Trust Fund.

Effective Date: July 1, 2010, but this act shall not take effect unless it is enacted by a three-fifths vote of the membership of each house of the Legislature
