Agency for Persons with Disabilities: Specifies assessment instruments to be used for delivery of home & community-based Medicaid waiver program services; revises provisions relating to assignment of clients to waiver tiers; provides for tier one, tier two, tier three, & tier four annual expenditure caps; establishes iBudget program for delivery of home & community-based services; provides for amendment of current contracts to implement iBudget system, etc.
