Revises & organizes provisions relating to procurement of commodities & contractual services by state; specifies authorized uses for competitive solicitation processes; provides procedures & requirements with respect to competitive solicitation; specifies types of procurements for which invitations to bid, requests for proposals, & invitations to negotiate are to be utilized & provides procedures & requirements with respect thereto; revises contractual services & commodities that are not subject to competitive-solicitation requirements; revises threshold amounts for state purchasing categories; establishes duties & responsibilities of DCFS, APD, DOH, DEA, & DVA, & service providers under contract to those agencies, with respect to coordination of contracted services; provides requirement that agency must avoid, neutralize, or mitigate significant potential organizational conflicts of interests before contract is awarded; provides procedures & requirements with respect to mitigation of such conflicts of interest; authorizes agency to proceed with contract award when such conflict cannot be avoided or mitigated under specified circumstances & provides restriction on such award; specifies conditions that constitute unfair competitive advantage for vendor.
