Review of the Department of Management Services under the Florida Government Accountability Act: Reenacts provision relating to creation & organization of DMS; provides requirements for petitioners & respondents requesting administrative hearing; requires filing of documents with DOAH by electronic means; provides for electronic filing & transmission procedures for certain actions, proceedings, & petitions; repeals provisions relating to Council on Efficient Government; deletes provisions relating to Minority Business Certification Task Force; authorizes DMS Secretary to establish Florida Advisory Council on Small & Minority Business Development for certain purposes; provides & revises procedures for filing petitions for benefits & other documents in workers' compensation benefits proceedings to provide for electronic filing & transmission; authorizes Office of Judges of Compensation Claims to adopt rules for certain purposes; reenacts provision relating to Commission on Human Relations; revises commission's duties; provides & revises certain procedures related to specified claims to provide for electronic notification.
