General Bill
Medicaid:
Revises requirements of Medicaid provider agreement to include compliance with Medicaid Encounter Data System; requires AHCA to adjust capitation rates for certain Medicaid providers; creates technical advisory panel to advise agency regarding risk-adjusted rate setting; provides that certain contracts with providers service networks may not be canceled without specified notice; requires contracts for Medicaid services that are on prepaid or fixed-sum basis to meet certain medical loss ratios; provides for agency to recoup & redistribute payments; provides for organization of medical home networks & provider service networks certified as medical homes; provides for enrollment of Medicaid beneficiaries in medical homes; provides for distribution of savings achieved by network providers; requires agency to collaborate with OIR to incorporate principles of medical home networks in insurance plans; requires DMS to develop medical home option in state group insurance program; requires providers that receive low-income pool funds to serve Medicaid recipients regardless of county of residence.
