Provides Office of Regulatory Staff within Financial Services Commission access to specified records of telecommunications companies, public utilities, natural gas transmission companies, affiliated entities of such companies & utilities, & other persons; limits authority of PSC to access records; provides that records received by office determined to be proprietary confidential business information are, upon request, confidential & exempt from public records requirements; provides for future legislative review & repeal of exemption; provides finding of public necessity.
Effective Date: October 1, 2010, if HB 7209 or similar legislation establishing an Office of Regulatory Staff separate from the Public Service Commission for purposes of representing the public interest on matters within the jurisdiction of the Public Service Commission is adopted in the same legislative session or an extension thereof and becomes law
