Gaming: Revises provisions relating to compact authorization; provides that specified agreements executed by Seminole Tribe of Florida & Governor are void & not in effect; approves specified compact; revises powers & duties of Governor; provides for distribution of certain moneys & of local government share; revises provisions that authorize certain gaming activity; provides that Governor is designated state officer responsible for negotiating & executing, on behalf of state, tribal-state gaming compacts conditioned on ratification by Legislature; provides procedures for ratification of compact & submission to U.S. Secretary of Interior for approval; revises duties of DBPR Division of Pari-mutuel Wagering to carry out oversight responsibilities as state compliance agency; requires division to adopt rules regulating employment by slot machine licensee of security personnel; removes contingency requirements applicable to provisions relating to pari-mutuel industry; provides date for those provisions to take effect.
