CS/HB 131 (2011) -  Homelessness

Establishes homelessness prevention grant program; requires grant applicants to be ranked competitively & provides preference for certain applicants; provides eligibility requirements & grant limitations & restrictions; requires lead agencies for local homeless assistance continuums of care to track, monitor, & report on assisted families for specified period of time; provides opportunities for voluntary contributions to aid the homeless & provides that such contributions are not income of revenue nature for purpose of applying certain service charges; limits percentage of funding that lead agencies may spend on administrative costs; provides that funding shall be appropriated as fixed capital outlay item; repeals provision relating to emergency assistance program for families with children that have lost shelter or face loss of shelter due to emergency.
