Authorizes DBPR to require certain licensees & applicants to be governed by provisions providing for programs for impaired practitioners under jurisdiction of DMQA within DOH; authorizes DBPR to exercise any powers granted to DOH with respect to such programs; redefines term "health care practitioner" as it relates to regulation of health care professions to include those persons certified or licensed to provide medical transportation services or radiological services; exempts health care practitioner from disqualification for license, certificate, or registration if practitioner was suffering from addiction or impairment at time of disqualifying offense & subsequently completes impaired practitioner program; requires State Surgeon General to issue emergency order suspending or restricting health care practitioner's license; revises types of entities that may be retained by DOH as impaired practitioner consultant; exempts such entity from certain licensing requirements if entity employs or contracts with licensed professionals; revises schools or programs that may contract for impaired practitioner consulting services; limits liability of certain medical schools & schools that prepare health care practitioners & veterinarians for licensure for referring student to impaired practitioner consultant; revises requirements for forwarding information about impaired licensees & applicants for licensure to impaired practitioner consultants; clarifies types of legal proceedings related to services provided by impaired practitioner consultants that are defended by DFS; clarifies requirements for impaired practitioner consultant to maintain as confidential certain information concerning impaired practitioner.
