General Bill
State Financial Matters:
Prohibits agency or branch of state government, without legislative authority, from contracting to pay liquidated damages or early termination fees resulting from breach or early termination of contract or agreement, from paying interest because of insufficient budget authority to pay obligation in current year, from obligating state to make future payments to cover unpaid balances, or from granting party right to collect fees or other revenues from nonparties; requires executive & judicial branch to notify Governor & Legislature before entering into contracts containing certain provisions relating to expenditures; requires state contract to identify appropriation that funds contract; expands statement that must be included in state contracts to include grounds for terminating contract based on budget deficits; requires judicial branch to include statement in its contracts; requires agency head, executive director, or chief judge, or designated senior management employee, to sign contracts that exceed specified amount; requires agency head, executive director, or chief judge to review certain contracts & certify compliance with ch. 216, F.S.; requires contracts exceeding specified amount to require written acceptance or rejection of contract deliverables; provides that contracts in violation of these provisions are void; prohibits certain lease or deferred-payment purchases by state agencies & master equipment financing agreements unless expressly authorized by Legislature in GAA or by LBC.
