Defines the term "off-the-shelf commodities." Authorizes the purchase of off-the-shelf commodities that are available under purchasing agreements and state term contracts when such purchases are in the best interest of the state. Requires the purchase of generic equivalent off-the-shelf commodities under certain circumstances. Conforms a cross-reference.
