Taxation: Revises definitions of "petroleum product" & "pollutants" to merge them & exclude pesticides, ammonia, chlorine, lead-acid batteries, & specified solvents; revises provisions for collection & distribution of taxes imposed for pollutants; revises tax exemption, refund & credit provisions for petroleum products, solvents, & lead-acid batteries; revises provisions relating to service charges for collection of fuel taxes & distribution of funds from Fuel Tax Collection Trust Fund; terminates transfer of funds to Florida Coastal Protection Trust Fund & Water Quality Assurance Trust Fund; provides for transfer of certain funds from Inland Protection Trust Fund to General Revenue Fund; repeals provisions relating to exemption from registration fees & gross receipts tax for drycleaners, uniform rental companies & linen supply companies, tax on production or importation of perchloroethylene, waste tire fees, lead-acid battery fees, & motor vehicle warranty fees.
