Revises & provides definitions relating to Local Government Comprehensive Planning & Land Development Regulation Act; revises requirements for comprehensive plans relating to capital improvements & future land use plan elements; revises transportation concurrency requirements relating to transportation planning & proportionate share; revises definition of term "transportation concurrency backlog" to "transportation deficiency"; revises provisions relating to transportation deficiency plans & projects; exempts transit-oriented developments from review of transportation impacts in developments-of-regional-impact process.
