Implementing the 2011-2012 General Appropriations Act: Implements 2011-2012 GAA; requires DOE to distribute charter school capital outlay funding pursuant to certain provisions of law; provides that Public Education Capital Outlay & Debt Service Trust Fund be used as source of certain state match; authorizes DOC & DJJ to make certain expenditures to defray costs incurred in opening or operating facility; provides for additional positions; authorizes DLA to spend certain appropriated funds; delays expiration of provisions authorizing municipality to expend funds to reimburse its general fund; requires DJJ to comply with reimbursement limitations with respect to health care services; delays expiration of provisions relating to allocation requirements for forensic mental health services; requires that funds appropriated through Community-Based Medicaid Administrative Claiming Program be allocated proportionately to contributed provider earnings; provides requirements to govern completion of DOH's Florida Onsite Sewage Nitrogen Reduction Strategies Study; prohibits certain actions; extends provisions relating to reorganization activities of DCFS; requires Florida Catastrophic Storm Risk Management Center to conduct analysis; requires DMS to use certain interest earnings to fund administration of MyFlorida.com portal; authorizes deposit of funds from sale of property by Department of Citrus into Citrus Advertising Trust Fund; provides for transfer of moneys from Land Acquisition Trust Fund to support Total Maximum Daily Loads programs; provides for allocation of moneys from Water Management Lands Trust Fund; reenacts provisions relating to use of funds from Ecosystem Management & Restoration Trust Fund; delays expiration of provisions authorizing DACS to use certain funds; requires that DEP award specified amount in grants equally to certain counties; authorizes DACS to extend, revise, & renew current contracts or agreements; revises provisions relating to DOT & EOG; authorizes issuance of new debt; limits travel funds; addresses primary data centers & SUNCOM; reenacts section relating to copayments for state employees' prescription drug program; provides for reversion, veto, continued operation of provisions, & severability.
Companion Bill passed SB 2002 Implementing 2011-2012 General Appropriations Act By Budget
Effective Date: July 1, 2011; or, if this act fails to become a law until after that date, it shall take effect upon becoming a law and shall operate retroactively to July 1, 2011
