Revises various provisions relating to DOACS' consumer services functions, including distribution of motor vehicle consumer's rights pamphlet; requirements for private investigative, private security, recovery agent, firearm, & firearms instructor licenses; method of paying certain fees; criminal history records provided to licensed gun dealers, manufacturers, & exporters; licensing requirements for bodyguard services, private investigator intern licenses, security officer licenses, security officer school licenses; penalties for food safety violations committed by cottage food operations; exemptions for cottage food operations from food permitting requirements; injunctions brought under Bedding Label Act; requirements for petroleum fuel affidavits, blending of liquid fuels, & sale of ethanol-blended fuels for motor vehicles; transfer of DOACS Division of Consumer Services' duties related to Motor Vehicle Warranty Enforcement Act to Attorney General's office.
