Revising the duties of the Commissioner of Education with regard to developing and implementing a student achievement assessment program; requiring the commissioner to create a pilot project, in conjunction with school districts, to administer more frequently the statewide assessments for those students who do not meet passing scores on the first administration; requiring the State Board of Education to provide the common placement test to each school district for administration at least six times during a student’s 4 years in high school, etc.
