Extends sovereign immunity to employees or agents of health care provider that executes contract with governmental contractor; authorizes such health care provider to collect nominal fee for administrative costs; limits nominal fee; clarifies that receipt of specified notice must be acknowledged by patient or patient's representative at initial visit; requires posting of notice.
