Defines "dyslexia"; provides that parents of students with learning disabilities are entitled to same notice & due process as parents of students with other disabilities; provides for development of IEP team &, if appropriate, an IEP; exempts certain students from excess hour surcharge for college credit hours exceeding baccalaureate degree program requirements.
