Requiring a mandatory minimum term of imprisonment for specified violations committed in a dwelling; creating the offense of trafficking in synthetic drugs; providing specified offenses involving 250 grams or more of specified controlled substances; requiring specified mandatory minimum terms of imprisonment and fines based on the quantity involved in the offense, etc.
