Adding a category of persons to whom the Agency for Health Care Administration must make payments for medical assistance and related services; requiring the agency to apply for and implement additional state plan amendments and federal waivers of applicable laws and regulations to implement the Medicaid managed care program; exempting certain Medicaid recipients from mandatory enrollment in managed care plans; providing a supplemental plan selection process for certain Medicaid recipients; requiring the agency to provide notice of invitations to negotiate by a specified date, etc.
