Creates hardship evaluation program for students with financial hardships who are preparing for licensure as health care practitioners or veterinarians & who are referred to an impaired practitioner program; provides conditions for participation; provides for submission of invoices to DOH by consultants & for payment of evaluators directly by department; requires submission of monthly progress reports to department; requires that identity of participating students be protected in billing for services & progress reports; provides for funding from Medical Quality Assurance Trust Fund.
