Consumer Protection from Nonmedical Changes to Prescription Drug Formularies: Provides that changes to prescription drug formularies during health insurance policy or HMO contract year do not apply to state group insurance program; limits changes to health insurance policy prescription drug formulary during policy year; requires small employer carriers to provide continuity of care with respect to prescription drug coverage.
