Requiring a petition for involuntary admission to be executed by a petitioning commission except under certain circumstances; requiring the petition to allege that the person lacks the capacity to give certain consent and has no guardian or guardian advocate who can provide that consent; requiring that the notice of the filing of a petition for involuntary admission to residential services be given to the Agency for Persons with Disabilities, etc.
