Creates an optional communication & resolution program; establishes criteria; provides that certain documents & communications are confidential; specifies that patient waives right to bring medical malpractice action under limited circumstances; provides access to medical information presuit process; provides for waiver of physician-patient privilege; provides for review of records & interviews with treating physicians; provides for calculation of medical damages; specifies that certain contracts are not subject to discovery or disclosure in certain actions; limits amount of damages in certain actions involving liens or subrogation claims by certain payors.
