Requires individual & group health insurance policies & health maintenance contracts to cap insured's and subscriber's monthly cost-sharing obligation for covered prescription insulin drugs at specified amount; provides that coverage for prescription insulin drugs may not be subject to deductible; requires health benefit plans covering small employers to comply with such requirement.
