Provides for civil action against an officer, employee, or agent acting under color of law of state or political subdivisions for deprivation of rights secured under United States & State Constitutions; provides certain claims may not be used as defense against liability; provides an affirmative defense; specifies circumstances under which an officer, employee, or agent is immune.
