Requiring the Division of Emergency Management’s statewide emergency shelter plan to identify the capacity of backup power generation systems and fuel types available at each shelter; requiring each life-cycle cost analysis of alternative architectural and engineering designs and major equipment retrofits for certain state-owned facilities to include or contemplate alternative designs that meet certain requirements; requiring the Office of Energy, in consultation with certain state entities and officers, to develop rules that meet certain requirements for reducing greenhouse gas emissions; providing legislative findings; requiring the Department of Agriculture and Consumer Services, in coordination with the Department of Management Services and the Department of Environmental Protection, to develop and maintain a greenhouse gas registry and inventory, etc.
