Requiring the uniform statewide voter registration application to be accepted for the purpose of vote-by-mail ballot requests; requiring the online voter registration system to permit an applicant to request a vote-by-mail ballot; requiring the Governor to consult with supervisors of elections of affected counties in fixing the dates for special elections; requiring the Governor to issue an order calling for a special election within a certain timeframe; requiring a supervisor of elections to accept certain requests for vote-by-mail ballots, etc.
