Exempting certain adoption proceedings from specified requirements if certain documentation is contained in the court’s file; providing when an adoption entity, rather than an intermediary, becomes the designated guardian of the person for a child; revising consent requirements for unmarried biological fathers; providing that a consent to adoption may identify a specific adoptive parent; requiring the clerk of court to issue a separate case number for a petition for adoption and providing that such petition may not be maintained in a specified court file, etc.
