Provides for an educational loan forgiveness program for certain social service professionals; provides legislative intent that local government matching funds shall be used to the extent possible to match federal funding where state funding is inadequate to use such federal funding; requires agencies to create plans to utilize local matching funds; makes participation by local governments voluntary; provides payment of certain administrative costs incurred by lead community-based providers; provides access to reports and records in cases of child abuse or neglect to additional persons; authorizes the DCFS and specified law enforcement agencies to release information when a child is under investigation or supervision, without being subject to civil or criminal penalties; removes Tallahassee Community College as the sole contract provider for child welfare training academies; provides for development of core competencies; provides for advanced training; provides duties for the independent living services workgroup; requires reports; provides that property acquired on behalf of clients under the transition to independent living programs shall become the personal property of the clients and is not treated as state-owned tangible personal property; eliminates the timetable for total privatization of foster care and related services; provides for the continuation of privatization in counties with startup contracts; prohibits the transfer of further services to lead agencies prior to the completion of a readiness assessment; requires an independent review and assessment of the department’s process for determining district and lead agency readiness; authorizes the DCFS to administer the refugee assistance program; provides for custody determination and placement of unaccompanied refugee minors; provides for the filing of police reports for missing children in the county or municipality where the child was last seen; provides for an evaluation of child welfare legal services by the OPPAGA.
