Requires licensed health facilities to provide public Internet access to health access financial information; requires licensed facilities to provide prospective patients estimates of charges for services and bill verification information; provides for a fine for failure to provide such information; provides charge limitations; requires such facilities to establish a patient question review and response methodology; provides requirements; provides an exception for specified rural hospitals; requires the Agency for Health Care Administration to require health care facilities, health care providers, and health insurers to submit specified information; requires the agency to adopt certain risk and severity adjustment methodologies; requires the agency to adopt rules in a specified timeframe; requires the agency to conduct specified research, analyses, and studies; requires publication of information collected on the Internet; requires a report; requires the agency to develop and implement a strategy to adopt and use electronic health records; authorizes the agency to develop rules to protect electronic records confidentiality; requires the agency to develop a plan to make performance outcome and financial data available to consumers for health care services comparison purposes; requires the agency to provide information relating to the Medicare prescription discount program; requires each pharmacy to make available on its Internet website a link to performance outcome and financial data of the agency and a notice of the availability of such information; requires each health insurer to make available on its Internet website a link to performance outcome and financial data of the agency and a notice in policies of the availability of such information.
