Transfers regulation of insurance adjusters from the Office of Insurance Regulation to the Department of Financial Services; provides for the Chief Financial Officer to have an official seal; provides for the Chief Financial Officer to also be known as the Treasurer; provides for the head of the Office of Insurance Regulation to also be known as the Commissioner of Insurance Regulation; provides for the head of the Office of Financial Regulation to also be known as the Commissioner of Financial Regulation; reallocates duties and responsibilities of the department, the office, and the Financial Services Commission; reallocates duties and responsibilities of the director of the office and the Chief Financial Officer; specifies that the transfer does not affect the regulation of adjusters in administrative or judicial proceedings; provides for substitution of appropriate parties in interest in such proceedings; preserves certain licenses, forms, and actions; expands nonapplication provisions relating to certain real estate practices to include persons or private parties seeking certain relief for actions pertaining to commercial real property; providing an exception; requires state agencies and other affiliated entities to deposit any settlement proceeds resulting from a claim brought on behalf of the state into the State Treasury; adds the Commissioner of Agriculture to the Financial Management Information Board and the Coordinating Council of the Financial Management Information Board; delays the repeal date for provisions relating to the Enterprise Resource Planning Integration Task Force; authorizes the Chief Financial Officer to provide services on a fee basis; expands an authorization for the Chief Financial Officer to invest funds to include reverse repurchase agreements; requires the Chief Financial Officer to administer a collateral management service for state agencies required to deposit or pledge collateral; specifies eligible collateral arrangements; requires the Chief Financial Officer to collect certain charges as specified in service level agreements; expands an authorization for the Chief Financial Officer to invest funds of boards, associations, or entities; requires administrative costs of a deferred compensation plan to be self-funded, requires self-funding fees to be paid by investment providers, authorizes recoupment of such fees from plan participants, and requires deposit of such fees into the Deferred Compensation Trust Fund; authorizes certain investment option providers to be exempt from certain qualified public depository requirements; authorizes costs incurred pursuant to guaranteed energy performance savings contracts to be financed by a master equipment financing agreement; provides time limitations on certain repayments of funds.
